Mr. Holman's telegram No. 303.

The discrepancies between what aichinopu says and

information obtained by Chairman of British Chamber of

Commerce from Minister of Finance and su o (see

Commercial Counsellor's telegrams Nos. 15 and 16 to

Peking, repeated to Department of Overseas Trade on

August 6th and 12th) make it difficult to believe that

the Chinese authorities have evolved any really

definitive scheme. Moreover the present political

crisis is not likely to make it easier for them to do

SO.

I am instructing Mr. Holman to continue to press the

Waichiaopu for 6 months postponement of coming into

force of regulations.
